Can I build an ADU in El Segundo?
Five things to know before you start
If you read nothing else here, read these. They are the five points that change the most projects in this city.

How many units your lot can take
Everything in this section is grounded in ESMC §§ 15-4E-2 through 15-4E-4 and Gov. Code § 66323; we won’t re-cite the local sections on every line. El Segundo runs two parallel tracks. The local development standards at § 15-4E-3 govern a standard ADU and give you the most square footage. The state track at § 15-4E-4 reproduces Gov. Code § 66323 and gives you the fewest conditions.
Under Gov. Code § 66323(a)(1)–(2) — confirmed by the HCD ADU Handbook (March 2026), p. 17 — a single-family lot may combine a conversion ADU carved from existing space in the house or an accessory structure, a JADU of up to 500 sqft inside the house, and a new detached ADU of up to 800 sqft with 4-foot setbacks. That is up to two ADUs plus a junior ADU on an ordinary El Segundo lot.
On a lot with an existing multifamily building the counts change. Conversions of non-livable space run from one unit up to 25% of the existing unit count (Gov. Code § 66323(a)(3)(B)), and up to eight detached ADUs are allowed, capped at the number of existing units (Gov. Code § 66323(a)(4)(A)(ii)). With a proposed multifamily building the detached count drops to two. JADUs are a single-family product only.
Owner-occupancy
You do not have to live on the property to build or rent an ADU. Gov. Code § 66315 forbids a city from requiring it, and the El Segundo ordinance imposes no such condition. An investment build or a family-flex build works here the same way it does anywhere else in the county.
Junior ADUs are the one place owner-occupancy still appears, and El Segundo handles it unusually well: ESMC § 15-4F-2 defers to the state JADU statutes rather than restating them, so there is no stale local text to argue about. AB 1154 amended Gov. Code § 66333(b) effective January 1, 2026 so owner-occupancy may be required only where the JADU shares sanitation facilities with the primary dwelling. Give the JADU its own bathroom and the condition falls away.
What can you build?
The numbers below come from ESMC § 15-4E-3, the local development standards, with state-law citations called out where the statute sets the floor or fills a gap. Assume that anchor under each subsection unless we say otherwise. The parallel state track at § 15-4E-4 is covered in the section above.
Which ADU type fits your property?
El Segundo permits five types. On these lots the right one is usually decided by how much yard you are willing to give up — which is exactly why the two-story allowance matters so much here.

The rule people miss is the floor-area ceiling: the combined floor area of the house and the ADU may not exceed the lot’s maximum, and on the compact R-1 lots this city is built on that can bite before the 1,200 sqft cap does. Two protections sit underneath it. Conversions do not count against the maximum at all, and no local floor-area math can push a new ADU below 850 sqft — 1,000 with two or more bedrooms.

Two things to hold onto. First, the height standard does not change with lot width — ESMC § 15-4A-6-1 gives narrow lots the same 26 ft flat and 32 ft pitched, two stories; what changes on a narrow lot is setbacks and coverage, not height. Second, on a sloping lot the R-1 standard measures height against a grade plane with a six-foot grade-differential allowance, so a steep site is a survey question before it is a design question. El Segundo’s residential grid is mostly gentle, and on most lots this never comes up.
Setbacks and placement
A detached ADU needs 4 feet from the interior side and rear property lines — exactly the state floor in Gov. Code § 66314(d)(7), and a city may not require more of a conforming ADU. An attached ADU or one inside the house follows the setbacks that apply to primary dwellings in the zone, and may keep the primary’s existing nonconforming setback rather than correcting it. Converted portions of an existing structure need no setback at all, so a garage on the property line can become an ADU right where it stands.

Where the entrance goes
One design rule shapes almost every El Segundo floor plan: an ADU with its own exterior entrance may not have that entrance facing the front yard. Independent access comes off the side or the rear of the primary dwelling (ESMC § 15-4E-3(F)). It is a street-character rule, and in practice it moves the door, the porch, and the path to the side yard rather than costing square footage. What an ADU costs in El Segundo (2026)
Our Signature plans are fixed-price — architectural design and full permit processing included, the same number whether the lot sits west of Main or over by the school. Construction is separate: once your plans are permitted, you build it yourself, bring your own licensed contractor, or build with one of our vetted construction partners. Unusually for Los Angeles County, every plan in that table permits here as drawn. The Culver at 1,200 sqft lands exactly on the detached cap in ESMC § 15-4E-3(C), and the two-story envelope means it does it on a footprint a single-story 1,200 sqft plan could not match.
City fees and pass-throughs
A conforming ADU is a ministerial building permit, so there is no planning entitlement fee to win first. Plan-check, building-permit, and development impact fees still apply and are valuation-based. El Segundo does something genuinely useful here: rather than making you reverse-engineer a master fee schedule, the City publishes an ADU Permit Fee Calculator through its E-Z Permit Hub. You enter the ADU size, the main residence size, and the construction cost estimate, and it returns an estimate of the plan check, permit, and development impact fees with a printable summary.
The one number state law fixes for you is the impact-fee line. An ADU of 750 sqft or less pays no development impact fees anywhere in California (Gov. Code § 66311.5(c)(1)) — that covers the Wilshire, the Sunset, the Westwood, and the Laurel Canyon. Above 750 sqft, impact fees must be proportional to the primary dwelling’s size rather than charged flat per unit. A JADU of 500 sqft or less is exempt, and an ADU or JADU under 500 sqft is not subject to school impact fees (Gov. Code § 66311.5(c)(3)).
What it returns: renting your ADU
Long-term rental only. For a rent benchmark, the government figure is HUD’s Fair Market Rent for the Los Angeles–Long Beach–Glendale HUD Metro FMR Area, which covers El Segundo. For FY 2026, as revised effective May 21, 2026: $2,079 for a studio, $2,328 for a one-bedroom, $2,903 for a two-bedroom, and $3,681 for a three-bedroom. Those are metro-wide figures spanning the full range of housing stock and unit ages, so treat them as a floor rather than a forecast.
A newly built detached ADU in a small beach-adjacent city with El Segundo’s school reputation and employment base usually rents above FMR — we would rather point you at a verifiable number than an invented one. A local property manager can price your specific street.

When an ADU isn’t the right move
Not every El Segundo property is a good ADU candidate, and it is cheaper to learn that now than after you have paid for plans. Four situations where we would tell you to wait, pick a different unit type, or not build:
- Your numbers depend on short-term rental income. They will not work. The ordinance sets a 30-consecutive-day minimum term, and state law requires a term longer than 30 days on a § 66323 unit rather than merely permitting one. Run the math on a month-plus tenancy or reconsider.
- You want a separate-sale exit. The City has not adopted an AB 1033 opt-in, so the ADU cannot be sold apart from the house except through the narrow nonprofit path. If a condominium-style exit is the plan, this is the wrong jurisdiction for it.
- Your house already uses up the lot’s floor area. The combined floor area of house and ADU may not exceed the lot’s maximum, and on a small parcel with a large remodel already built, a new-construction ADU can run out of room before it runs out of height. A conversion is exempt from that ceiling and is usually the better move.
- Your neighbor relationship cannot take a second story. Ministerial review means no neighbor sign-off is required, and no one can object your project away. That is a legal answer, not a social one. If a two-story wall over the fence line would cost you something you value, build single-story — six of the nine plans are.
How long an ADU takes
Here is what the schedule actually looks like on a Signature plan.

The rules that make El Segundo different
A two-story detached ADU, by right
Most of the South Bay is a single-story ADU market. Manhattan Beach and Hermosa Beach hold a detached ADU to the 16-foot state floor, and so do most of the inland cities. El Segundo went the other way. By tying ADU height to the R-1 residential standard, the ordinance lets an ADU stand as tall as the house in front of it: 26 feet flat-roofed or 32 feet pitched, two full stories. The by-right state-track unit gets the same treatment.
On a compact lot that vertical allowance is the difference between a studio and a family home. A two-story plan puts 1,080–1,200 sqft of living space on a footprint of roughly 550–600 sqft, leaving the rest of the yard as yard. It is also why El Segundo is one of a small number of cities where our two-story Signature plans permit as detached units exactly as drawn, with no modification and no custom design needed.
One planning note comes with the envelope. Ministerial review means no neighbor approval is required for a second story, but second-story windows near a neighbor’s yard still deserve early thought. We place glazing for privacy by default — it keeps relationships intact and costs nothing at the permit counter.
Zero parking, and what that actually saves
ESMC § 15-4E-3(E) requires no parking spaces for ADUs anywhere in the city. There is no transit test, no historic-district test, no car-share test — the exemption framework in Gov. Code § 66322 is beside the point because there is no requirement to be exempt from. The same subsection confirms that demolishing or converting a garage triggers no replacement parking (matching Gov. Code § 66314(d)(11)), and that a nonconforming curb cut or driveway does not have to be corrected. For a JADU, state law forbids a parking requirement outright (Gov. Code § 66334(a)).
Long-term rental only
ESMC § 15-4E-2(E) sets a minimum rental term of 30 consecutive days, which rules out nightly and weekly listings.
No separate-sale path
ESMC § 15-4E-2(D) prohibits selling an ADU separately from the primary residence, apart from the narrow state-law path for a qualified nonprofit (Gov. Code § 66341). AB 1033 lets a city adopt a local ordinance allowing condominium-style separate sale (Gov. Code § 66342), and El Segundo has not adopted that opt-in. Among LA-area cities only a handful have — Santa Monica (SMMC § 9.31.026, 2025) and Culver City (CCMC § 17.400.096, 2026) among them. Build here for rental income, family housing, or long-term value.
Unpermitted units and inherited conditions
El Segundo writes two protections into the general requirements. ESMC § 15-4E-2(G) bars the City from requiring correction of nonconforming zoning conditions as a condition of ADU approval, and extends that protection to ADUs built without permits before January 1, 2020. State law adds AB 2533, codified at Gov. Code § 66311.7 after SB 543 renumbered it: a pre-2020 unpermitted ADU cannot be denied legalization over building-code violations unless the City finds a genuine health-and-safety problem.
Fire sprinklers are the other inherited-condition question, and the answer is reassuring. An ADU needs sprinklers only if the primary residence is required to have them, and adding an ADU cannot trigger a retrofit of the primary or of an existing multifamily building (ESMC §§ 15-4E-3(G), 15-4E-4(D); Gov. Code §§ 66314(d)(12), 66323(d)).
How the permit process works
Because a conforming ADU is ministerial, there is no planning entitlement to win first. The path is a building permit and its trade permits, submitted through the City’s online E-Z Permit Hub, reviewed against ESMC §§ 15-4E-2 through 15-4E-4. If the plans comply, the application will be approved — staff have no discretion to deny a conforming project.
Which of the two ordinance tracks you file under matters more here than in most cities. A state-track unit under § 15-4E-4 — a conversion, a JADU, or the 800 sqft detached path — is governed by the Gov. Code § 66323 standards alone, and § 15-4E-4(B) bars the City from layering additional standards on it. A standard ADU under § 15-4E-3 gets more square footage, up to 1,200, and takes the local standards with it. Picking the track before you draw is worth more than any expediting trick.
The Pre-Approved ADU Plan program
El Segundo runs a Pre-Approved ADU Plan (PADU) Program. Architects, engineers, and designers submit detached-ADU plan sets. The City pre-reviews each one against current state building, health and safety, energy, and fire standards. The approved designs then go up on the City’s site with the designer’s contact details, ready for a property owner to pick and permit. You pay all the usual fees except plan check, which is discounted for the shorter review. It is the local answer to AB 1332 (Gov. Code § 65852.27), which required every city to have a pre-approval program running by January 1, 2025.
CALI ADU does not participate in the program. Our Signature plans are individually permitted on your lot and adapted to what these parcels actually present: lot width, the side-or-rear entrance rule, the combined floor-area ceiling, and utility routing. El Segundo ADU questions, answered
The questions homeowners here actually ask before they start — with citations to ESMC Title 15, Ch. 4, Art. E and Gov. Code §§ 66310–66342.
How many units can I add to a single-family lot in El Segundo?
Up to two ADUs plus a junior ADU. ESMC § 15-4E-4 carries the Gov. Code § 66323 track locally, and § 66323(a)(1)–(2) lets a single-family lot combine one ADU converted from existing space in the house or an accessory structure, one JADU of up to 500 square feet inside the house, and one new detached ADU of up to 800 square feet. The HCD ADU Handbook (March 2026, p. 17) confirms that stack.

The combined floor area of house plus ADU may not exceed the lot’s maximum floor area, except that conversions of existing space do not count against it.
Underneath all of that, the ordinance says nothing may prohibit an ADU of at least 850 square feet, or 1,000 square feet with two or more bedrooms — the state floors in Gov. Code § 66321(b)(2). A JADU is capped at 500 square feet (Gov. Code § 66313(d)).
Can I build a two-story ADU in El Segundo?
Yes. Instead of writing a separate, lower height cap for ADUs, ESMC § 15-4E-3(A) gives an ADU the same height limit as a residential structure in the R-1 Zone. Per ESMC § 15-4A-6, that is 32 feet with a pitched roof or 26 feet with a flat roof, and two stories — and § 15-4A-6-1 sets the same figures for lots 25 feet wide or less.
The by-right detached unit under Gov. Code § 66323 gets the same envelope: ESMC § 15-4E-4(A)(2) grants it the full R-1 maximum height. For comparison, the minimum a city must allow for a standard detached ADU is 16 feet (Gov. Code § 66321(b)(4)(A)). El Segundo roughly doubles the state floor.
Do I need to provide parking for an ADU in El Segundo?
No. ESMC § 15-4E-3(E) requires zero parking spaces for ADUs, citywide, with no exemption test to satisfy. The same subsection confirms that demolishing or converting a garage, carport, or other covered or uncovered space for the ADU triggers no replacement parking, and that you cannot be made to remove a nonconforming curb cut or driveway.
State law would let a city require up to one space per ADU outside the exemption zones in Gov. Code § 66322; El Segundo chose not to. A city may never require parking for a JADU in any case (Gov. Code § 66334(a)).
What setbacks apply to an ADU in El Segundo?
Per ESMC § 15-4E-3(B), a detached ADU needs at least 4 feet from the interior side and rear property lines — exactly the state floor in Gov. Code § 66314(d)(7), and a city may not require more of a conforming ADU.

Do I have to live on the property to build or rent an ADU?
Not for an ADU. Gov. Code § 66315 forbids a city from requiring owner-occupancy for an ADU, and the El Segundo ordinance imposes no such condition.
For a junior ADU, ESMC § 15-4F-2 defers to the state JADU statutes rather than restating them, so the current state rule applies directly: AB 1154 amended Gov. Code § 66333(b) effective January 1, 2026 so owner-occupancy may be required only where the JADU shares sanitation facilities with the primary dwelling. Give the JADU its own bathroom and the owner-occupancy condition falls away.
Can I rent my El Segundo ADU on a short-term basis?
No. ESMC § 15-4E-2(E) sets a minimum rental term of 30 consecutive days for ADUs, which rules out nightly and weekly listings.
That is not a local preference: Gov. Code § 66323(e) requires a local agency to impose a rental term longer than 30 days on a § 66323 unit, and Gov. Code § 66333(g) does the same for JADUs. Month-to-month and annual leases are unaffected, and long-term tenancy is the business model these units are built for.
Can I sell my El Segundo ADU separately from my house?
Generally no. ESMC § 15-4E-2(D) prohibits selling an ADU separately from the primary residence, with one exception: a sale by a qualified nonprofit under Gov. Code § 66341.
AB 1033 lets a city adopt a local ordinance allowing condominium-style separate sale (Gov. Code § 66342), and El Segundo has not adopted that opt-in. Among LA-area cities only a handful have — Santa Monica (SMMC § 9.31.026, 2025) and Culver City (CCMC § 17.400.096, 2026) among them. Build here for rental income, family housing, or long-term value, not for a condo exit.
Can I convert my garage into an ADU in El Segundo?
Yes, and it is usually the shortest path. Converted portions of an existing structure need no setback at all (ESMC § 15-4E-3(B)), the conversion does not count against the lot’s maximum floor area (ESMC § 15-4E-3(C)), and no replacement parking may be required for the stalls you lose (ESMC § 15-4E-3(E); Gov. Code § 66314(d)(11)).
A conversion carried out under Gov. Code § 66323(a)(1) has no square-foot cap at all and may add up to 150 square feet for ingress and egress. The one constraint that survives is the certificate of occupancy rule at ESMC § 15-4E-2(C): the ADU cannot be finalled before the primary dwelling is.
Where does an El Segundo ADU’s front door have to go?
On the side or the rear. ESMC § 15-4E-3(F) says an ADU’s independent exterior access may not face the front yard — it must come off the side or rear of the primary dwelling. It is a street-character rule, and it shapes the floor plan more than the massing: the door, the porch, and the path move to the side yard.
One nuance worth knowing is that this rule sits in the local development standards at § 15-4E-3, not in the general requirements at § 15-4E-2, and ESMC § 15-4E-4(B) bars any standard beyond that section from applying to a Gov. Code § 66323 unit.
How long does an ADU permit take in El Segundo?
The City must approve or deny a complete ADU application within 60 days, and the review is ministerial — no hearing, no discretionary design review, no neighbor sign-off (Gov. Code § 66317(a)). The City must also determine completeness and notify you in writing within 15 business days (SB 543, effective January 1, 2026; Gov. Code § 66317(a)(2)(A)).
On a pre-engineered Signature plan, expect roughly 2 weeks of plan preparation, a permit cycle measured in weeks rather than months, then 4 to 6 months of construction — about 6 to 9 months start to finish. Custom designs run longer on both ends.
What does an ADU cost in El Segundo?
Signature plan fees are fixed at $7,490 to $12,990, which includes architectural design and full permit processing. Building the unit with an independent licensed general contractor is estimated at roughly $180K–$420K across the lineup, depending on size.
City plan-check, permit, and impact fees are separate, and they are based on the value of the work. El Segundo publishes an ADU Permit Fee Calculator on its E-Z Permit Hub. You enter the ADU size, the size of the main house, and the build cost, and it returns an estimate. Two local rules keep costs steady here: no parking has to be built, and no garage has to be replaced.
Do I pay impact fees on an El Segundo ADU?
Not below 750 square feet. An ADU of 750 square feet or less pays no development impact fees anywhere in California (Gov. Code § 66311.5(c)(1)). Above 750 square feet, impact fees must be proportional to the primary dwelling’s size rather than charged flat per unit.
A JADU of 500 square feet or less is exempt as well, and an ADU or JADU under 500 square feet is not subject to school impact fees (Gov. Code § 66311.5, § 66311.5(c)(3)). Plan-check and building-permit fees are a separate matter and apply at any size — run your numbers through the City’s ADU Permit Fee Calculator before you budget.
Does El Segundo have pre-approved ADU plans?
Yes. The City runs a Pre-Approved ADU Plan (PADU) Program. Architects, engineers, and designers submit detached-ADU plan sets. The City pre-reviews each one against current state building, energy, and fire standards, then posts the approved designs for property owners to pick and permit. If you use a pre-approved plan you still pay the usual fees, but the plan-check fee is discounted for the shorter review.
It is the local answer to the statewide pre-approval mandate of AB 1332 (Gov. Code § 65852.27), which required every city to have a program running by January 1, 2025. CALI ADU does not take part in the program — our Signature plans are permitted one lot at a time.
I have an unpermitted ADU in El Segundo. Can I legalize it?
Usually, yes. ESMC § 15-4E-2(G) bars the City from requiring you to correct nonconforming zoning conditions as a condition of ADU approval, and extends that protection to ADUs built without permits before January 1, 2020.
State law adds AB 2533, codified at Gov. Code § 66311.7 after SB 543 renumbered it: a pre-2020 unpermitted ADU cannot be denied legalization over building-code violations unless the City finds a genuine health-and-safety problem. One El Segundo-specific step comes first — ESMC § 15-4E-2(F) requires any prior covenant of non-habitability on the structure to be released before the permit issues.
